"28 strong" refers to the order of button pushes on a 'Selecta'-brand coffee machine to obtain the strongest, blackest coffee available. These machines are commonly found in workplaces, and the cups dispensed are tiny, but plentiful. Friki's former workplace used to offer 28 strongs for 6p (although Friki may be suffering from rose tinted spectacles). Friki's current workplace offers 28 strongs for free, in a desperate attempt to keep employees working through the night for no extra pay.

A large stack of the tiny, empty plastic cups can often be found on Friki's desk at the end of a bad (c.f. any) day.
